It means "of the citizen".

And what is a citizen?

A citizen is a human being.

And if a human being and his welfare

are not in the domain of one of God's

ministers, then I ask you, what is?

We're down to the wire.

The next few days

will determine the success

or failure of Proposition Four.

Now, I'm not going to delude myself.

If it's successful, it is not the end.

It is the beginning, it is a start,

it's a foot in the door.

I eventually would like to see home rule

in all areas other than schools.
