a four-phase plan

to restore order in Manhattan,

though he refused to give any details

about the operation.

He did state, however, that no known cases

have been reported outside of the city.

Meanwhile, employees of the Meadowlands

Coliseum in East Rutherford, New Jersey

are preparing for what

could become a worst...
