Synopsis: In the end of 1993, the Canadian General Romeo Dallaire is assigned to lead the United Nation troops in Rwanda. In 1994, when the genocide of the Tutsis by the Hutus begins, General Dallaire gives his best effort to help the people in Rwanda, inclusive negotiating with the Tutsi rebels, the Hutu army and the Interhamwe militia. However, he fights against bureaucracy and lack of interest from the United Nations and witnesses the West World ignoring and turning back any sort of support, inclusive USA opposing in the security council of UN to any type of help.

Lieutenant-General Roméo Antonius Dallaire, (born June 25, 1946) is a Canadian humanitarian, author and retired senator and general. Dallaire served as Force Commander of UNAMIR, the ill-fated United Nations peacekeeping force for Rwanda between 1993 and 1994, and attempted to stop the genocide that was being waged by Hutu extremists against Tutsis and Hutu moderates. Dallaire is the founder of The Roméo Dallaire Child Soldiers Initiative, a Senior Fellow at the Montreal Institute for Genocide and Human Rights Studies (MIGS) and Co-Director of the Will to Intervene Project that released a policy recommendation report "Mobilizing the Will to Intervene: Leadership and Action to Prevent Mass Atrocities." more…
