After thorough examination

of the evidence our investigators

have linked the attempted strike

on Bethesda

to a paramilitary organization based

in the United States.

It is through this covert

unit that former Secretary of Defence,

Ellery Shipley, recruited

disenfranchised American soldiers

to carry out the handy work of

his fellow conspirators.

The plot was set in motion

with the assassination of my sister,

former President Sally Sheridan.

And were it not for the heroic

efforts of Federal law enforcement

it would have culminated in

a nuclear strike on American soil.
